OTS Appoints Barbara Shycoff Managing Director of External Affairs

Washington, D.C. — The Office of Thrift Supervision (OTS) announced today the appointment of Barbara Shycoff as Managing Director of External Affairs.

Ms. Shycoff previously worked for OTS as Special Counsel in the Regulation and Legislation Division from January 2005 through March 2007. She left OTS to join the America’s Community Bankers as its Senior Vice President and Legislative Counsel.

In her new position, Ms. Shycoff will provide strategic direction and oversight to the OTS division responsible for congressional affairs, media relations, speechwriting, internal communications and external outreach.

“We feel very fortunate that Barbara is returning to OTS,” commented Scott M. Polakoff, OTS Senior Deputy Director and Chief Operating Officer. “She has a depth of experience and knowledge of OTS issues that make her a great fit for the job.”

Before joining OTS, Ms. Shycoff spent nine years at the American Express Company as Vice President of Government Affairs. She also spent five years as a committee counsel in the U.S. House of Representatives, first on the Committee on Banking, Finance and Urban Affairs, and then the Subcommittee on Financial Institutions.

Ms. Shycoff received her J.D. from The George Washington University School of Law and her LL.M. in Banking Law from the Boston University School of Law. She will start work at OTS on Nov. 13.
