Request Certified Documents

The Office of the Comptroller of the Currency (OCC) issues certain certified documents concerning national banks and federal savings associations.

The OCC does NOT accept requests for certified documents submitted by mail, courier, email, fax, or telephone. Requests submitted via any of these methods will not be processed. All paper requests are returned without processing.

All certified documents are delivered via email, no paper documents will be provided.

The Office of the Comptroller (OCC) provides the following two categories of certified documents, in pdf format, involving a national bank or federal savings association (collectively, bank) it supervises:

Certificates

A certificate certifies the occurrence of a specific banking transaction. No other documents accompany the certificate.  These are the certificates we produce:

  • Certificate of Conversion: Certifies an institution's conversion to a national bank charter.
  • Certificate of Corporate Existence: Certifies that a bank was authorized to transact the business of banking on the date the certificate was issued.
  • Certificate of Corporate Existence and Fiduciary Powers: Certifies that a bank was authorized to transact the business of banking, and additionally, to exercise fiduciary powers on the date the certificate was issued.
  • Certificate of Corporate Title Change: Certifies a bank's title or name change.
  • Certificate of Federal Savings Association Merger: Certifies that an institution merged into a federal savings association.
  • Certificate of Fiduciary Powers: Certifies that a bank was authorized to exercise fiduciary powers on the date the certificate was issued.
  • Certificate of National Bank Merger: Certifies that an institution merged into a national bank.
  • Certificate of Receivership Appointment: Certifies that a Receivership Determination and Appointment of Receiver were made for a failed bank.

Certifications

A certification certifies that an attached document is a copy of the official record found in OCC files. The following are the certifications provided:

  • Certification of Articles of Association: Certifies that a copy of a national bank's current articles of association is attached.
  • Certification of Charter: Certifies that a copy of a national bank's charter certificate or a federal savings association's charter is attached.
  • Certification of a Federal Branch or Agency License: Certifies that a copy of a federal branch or agency's license is attached.
  • Certification of Office of Thrift Supervision Orders: Certifies that a copy of an order issued by the former thrift regulator is attached.

The OCC does not issue certificates of good standing.

All certified documents are prepared in pdf format only and delivered via email.

To obtain a certified document, you must submit your request online with the following information:

  • Title of the certified document.
  • Identifying information for the institutions(s):
  • Appointments of Receiver, Conversions, Mergers, and Title Changes require the following additional information:
    • Description of transaction to be certified and name of the institution(s) involved [see FDIC BankFind or NIC].
    • An approximate date of the transaction(s) [see FDIC BankFind or NIC].

The fee for each certified document requested is $10 and is required at the time the request is submitted. Redeliveries are also $10 and require the submission of a new request online. Payment can be made with debit or credit card.

Submit Request

All requests for certified documents must be submitted online. The OCC does NOT accept requests for certified documents submitted by mail, courier, email, fax, or telephone. Requests submitted via any of these methods will not be processed. All paper requests are returned without processing.

Request Processing Time

Generally, the OCC responds to requests for certified documents within 20 business days from the date of receipt. Some requests may take longer, due to caseload and the availability of records. The OCC does not provide expedited service or honor requests for specific dates on certified documents.

All certified documents are delivered in a pdf format via email. Paper certificates and certifications are not provided. Redeliveries are also $10 and require the submission of a new request online.
