Gary Whalen Named Deputy Comptroller for Economic and Policy Analysis

WASHINGTON – The Office of the Comptroller of the Currency (OCC) announced that Dr. Gary Whalen has been appointed Deputy Comptroller for Economic and Policy Analysis effective April 6, 2014.

As Deputy Comptroller, Dr. Whalen oversees three divisions—Industry and Regional Analysis, International Analysis and Bank Condition, and Policy Analysis—that support the OCC’s supervisory mission by conducting research and analysis to identify and assess key financial and economic risks to national banks and federal savings associations. The work of these divisions also contributes to the development, analysis, and implementation of agency policy. In addition, his staff provides technical expertise to other units within the OCC.

"Gary brings to his new position a strong background of conducting and overseeing research and analysis on topics that are directly applicable to the OCC’s mission,” said Senior Deputy Comptroller for Economics David Nebhut. “He is an effective manager who has a demonstrated record of leading a highly engaged team of professionals. We are fortunate to be able to draw on his expertise and experience.”

Dr. Whalen joined the OCC in 1991, as a Financial Economist. He was the Deputy Director of the Bank Research Division, and most recently served as the Director of the Policy Analysis Division. Prior to his work at the OCC, he served as Economic Advisor in the Research Department at the Federal Reserve Bank of Cleveland.

Dr. Whalen succeeds Mr. Nebhut, who served in this role before being named Senior Deputy Comptroller for Economics in November 2013.

Dr. Whalen received his Ph.D. in economics from the University of North Carolina at Chapel Hill and a bachelor of science from the State University College at Brockport, N.Y.
